The Mental Health Phase of Care (MHPoC) Clinical Refinement Testing Project aimed to determine whether refinements to the MHPoC recommended as part of the 2017 Clinical Refinement Project improved the reliability of how MHPoC definitions are applied by clinicians. This report outlines the findings from the testing and recommendations on the future refinement of the MHPoC. This report was approved by the Pricing Authority in May 2021.
There are three key publications that support the Tier 2 Non-Admitted Services Classification.

Following the completion of the 2016 Inter-Rater Reliability (IRR) study to test the consistency of clinician application of the mental health phase of care, the poor to fair reliability outcome led to the commencement of the refinement project.
The Clinical Coding Practice Framework aims to support national consistency in clinical coding practice, by providing guidance in defining and promoting good practices for those involved in the clinical coding process.
It was developed by the Health Information Management Association of Australia in conjunction with the Clinical Coders’ Society of Australia, and incorporated feedback from public consultation.
The Independent Hospital Pricing Authority (IHPA) is currently developing a new classification for non-admitted care - the Australian Non-Admitted Care Classification (ANACC) - in response to the recommendations of public consultations in 2013 and 2014 on non-admitted care classification.

The Inter-rater reliability study final report was approved by the Pricing Authority in April 2017. The primary aims of the study were to test the inter-rater reliability of the mental health phase of care instrument, gather information about the clinicians' views of the mental health phase of care, identifying ways of increasing the clarity to reduce the ambiguity of the instrument, and to provide recommendations on how the instrument may be refined.
