This report is prepared in accordance with the Requirements for Annual Reports, as issued by the Department of the Prime Minister and Cabinet and approved by the Joint Committee of Public Accountants Audit under sub sections 63(2) and 70(2) of the Public Service Act 1999. The report is a formal accountability document that details the activities of the Independent Hospital Pricing Authority (IHPA) from 1 July 2012 – 30 June 2013.
National Hospital Cost Data Collection, Public Hospitals Cost Report, Round 17 (Financial year 2012-13)8 December 2015
This NHCDC Australian Public Hospitals Cost report includes the results of participation across the various jurisdictions. The reports investigates a number of specific questions relating to hospital costs for admitted, non admitted and emergency department services. The report includes jurisdiction level data and the national cost weight tables.
National Hospital Cost Data Collection, Independent Financial Review, Round 17 (Financial year 2012-13)1 January 2015
The National Hospital Cost Data Collection (NHCDC) is the primary data collection that the Independent Hospital Pricing Authority (IHPA) relies on to calculate the National Efficient Price used for the funding of public hospital services. To ensure that the quality of NHCDC data is robust and fit-for-purpose, IHPA commissions an independent financial review to assess whether all participating hospitals have included appropriate costs and patient activity.

In June 2012, the Independent Hospital Pricing Authority (IHPA) published the National Efficient Price Determination for 2012-13, and the Pricing Framework for Australian Public Hospital Services 2012- 2013 that underpinned the determination. In September 2012, IHPA released a consultation paper on key issues that IHPA was considering in the preparation of the Pricing Framework for Australian Public Hospital Services 2013-2014.
The Independent Hospital Pricing Authority (Pricing Authority) is established under the National Health Reform Act 2011 (Cth) (the Act), and by virtue of section 131(1) of the Act is invested with the following functions relevant to this National Efficient Price Determination 2013 (Determination):
(a) to determine the national efficient price for health care services provided by public hospitals where the services are funded on an activity basis;
This Discussion Paper develops the elements of a Draft Pricing Framework for use by the Independent Hospital Pricing Authority in the national implementation of activity based funding (ABF) for Australian public hospitals.
