The Pricing Framework 2018-19 builds on the six Pricing Frameworks from previous years. The Pricing Framework is the key strategic document underpinning the National Efficient Price (NEP) and National Efficient Cost (NEC) Determinations for the financial year 2018-19.
The Pricing Framework 2017-18 builds on the Pricing Frameworks from previous years (2012-13, 2013-14, 2014-15, 2015-16, 2016-17). For simplicity, where IHPA has reaffirmed a previous principle, the supporting argument has not been restated in this year’s paper.
This document provides the technical specifications for how the Independent Hospital Pricing Authority (IHPA) developed the Activity Based Funding (ABF) models for the service streams to be funded for the National Efficient Price (NEP) and the National Efficient Cost (NEC) Determinations for 2017-18.
This document was produced as an accompaniment to the NEP13 and NEC13 Determinations. It provides the technical specifications for how IHPA developed the ABF models for the service streams to be funded on this basis from 1 July 2013 (acute admitted, emergency department, non-admitted, subacute and mental health care).

In June 2012, the Independent Hospital Pricing Authority (IHPA) published the National Efficient Price Determination for 2012-13, and the Pricing Framework for Australian Public Hospital Services 2012- 2013 that underpinned the determination. In September 2012, IHPA released a consultation paper on key issues that IHPA was considering in the preparation of the Pricing Framework for Australian Public Hospital Services 2013-2014.
This Discussion Paper develops the elements of a Draft Pricing Framework for use by the Independent Hospital Pricing Authority in the national implementation of activity based funding (ABF) for Australian public hospitals.
