Shadow Pricing Guidelines Version 1.0
14 September 2021The purpose of the Shadow Pricing Guidelines is to provide guidance for the use of shadow pricing in the development and implementation of changes to classification systems. The Shadow Pricing Guidelines establishes guiding principles for commencing shadow pricing, reporting requirements during the shadow pricing period and criteria for progression to pricing.
Back-casting Policy
23 July 2021The Back-casting Policy outlines the process the Independent Hospital Pricing Authority follows when back-casting the national efficient price or national efficient cost to enable calculation of the Commonwealth’s funding contribution, as set out in the Addendum to the National Health Reform Agreement 2020–25 (clause A41).
General List of In-Scope Public Hospital Services Eligibility Policy
23 July 2021Each year, the Independent Hospital Pricing Authority (IHPA) publishes the General List of In-Scope Public Hospital Services (the General List) as part of the National Efficient Price Determination. The General List defines public hospital services eligible for Commonwealth funding, except where funding is otherwise agreed between the Commonwealth and a state or territory.

22 April 2021A jurisdiction may request the Independent Hospital Pricing Authority (IHPA) to consider any legitimate and unavoidable costs in the delivery of public hospital services. The purpose of this Framework is to outline the process by which IHPA will assess submissions from jurisdictions on legitimate and unavoidable cost variations and determine whether adjustments to the national efficient price are warranted.

Data Access and Release Policy

IHPA’s Data Access and Release Policy outlines the principles and processes adopted by IHPA in the discretionary access and release of data collected under the National Health Reform Act 2011. The Policy provides guidance as to how IHPA will determine whether to release data.

IHPA Work Program 2016–17
27 June 2016As prescribed in Section 225 of the National Health Reform Act 2011 (the Act), the objectives of the IHPA Work Program are to:
- set out IHPA’s work program for the coming year; and
- invite interested persons (including states and territories) to make submissions to the Pricing Authority about the work program up to 30 days after publication.

Pricing Framework for Australian Public Hospital Services 2016-17
8 June 2016The Pricing Framework 2016-17 builds on the Pricing Frameworks from previous years (2012-13, 2013-14, 2014-15 and 2015-16). For simplicity, where IHPA has reaffirmed a previous principle, the supporting argument has not been restated in this year’s paper.
Data Compliance Reports
The Independent Hospital Pricing Authority publishes Data Compliance Reports including a Quarterly Report, as required by the National Health Reform Agreement (B 102).
