The Independent Hospital Pricing Authority (IHPA) released a public consultation paper on the development of the Australian Non-Admitted Care Classification (ANACC) on Friday 9 February 2018. The consultation process will close at 5pm on Friday 6 April 2018.
This consultation paper seeks stakeholders’ views on the potential characteristics of the ANACC system, including the patient condition and intervention characteristics that will form the key concepts in the classification hierarchy.
The paper describes the changing non-admitted care landscape in Australia. Issues considered include Australia’s demographic challenges and how this is impacting healthcare and service delivery, changes to the types of services provided in the admitted, non-admitted and primary care settings, innovations in models of care including chronic disease management and the impacts of digital transformation on data reporting and patient services.
The ANACC system is a new classification being established by IHPA to classify non-admitted care in the future. The new classification is being established with the aim of replacing the current Tier 2 Non-Admitted Services Classification with a more patient centric model that will benefit data capture and also be useful beyond ABF for policy and other purposes. The development of the ANACC builds on a significant program of work to refine the ABF framework for non-admitted care.
